Loan for public officials

Student Loans

Public officers and their children who enter or attend domestic and foreign universities are qualified for the interest-free student loan program. The ceiling for the loan amount is the actual amount of tuition, while the ceiling for applicants attending foreign universities is USD 10,000 per year. Applicants shall make repayment in four years (three years for colleges with two-year curriculums), with a two-year grace period after graduation.

Period of Payment of Loaned Money
  • Domestic universities: First semester (Jan-Mar each year) and second semester (Aug-Sep each year)
  • Foreign universities: from 3 months prior to the tuition due date and within 6 months after the date of tuition payment

Loans for Living Expenses

Public officers may take unsecured loans from financial organizations in partnership with the Government Employees Pension Service. The ceiling of the loan amount is 50 million won, and the amount must not exceed 50 percent of the retirement pension.

  • Financial Organizations Offering Loan Programs: 14 banks including KB, Shinhan, Hana, Hanmi, Woori, IBK, CHB, Nonghyup, Jeonbuk, Gyeongnam, Daegu, Gwangju, Busan, and Jeju
  • Required Documents: Letter of Recommendation for Loan for Living Expenses of Public Officers (Issued by the Division of General Affairs)

As loan conditions vary from bank to bank, the loan applicant is recommended to compare interest rates and select the most favorable program.

Public officials pension loan

The Government Employees Pension Service directly offers a pension loan program for public officers. The ceiling of the loan amount is 20 million won, and the amount shall not exceed 50 percent of the applicant’s lump-sum retirement pension.

  • Application Procedure: Applications are accepted by the Division of General Affairs and the Customer Support System, through the website of the Government Employees Pension Service.

PNU Hospital Healthcare Fee Discount Program

Faculty (including honorary professors) of PNU, their spouses, parents, and children may apply for the PNU Hospital healthcare fee discount program.

Required documents
  • Certification of Employment
  • Letter of Confirmation of Qualification for the Healthcare Fee Discount Program of PNU Hospital
  • Copy of resident registration or certificate of family relations, and health insurance card

Meal expenses, certification fees, the specialist consultation fees charged for first visits and re-visits are excluded.

Personalized welfare system

The government allows public officers to select welfare benefits according to their preferences and needs. Public officers may receive welfare benefits within an allocated number of points.

Allocation of Points
  • All employees are assigned 300P flat with increase of 10P per each working year, and can be assigned up to 300P additional
  • 100P for a spouse, and 50P for each added dependents.

1 point equals 1,000 won

Mandatory Requirements
  • Life and accident insurances are mandatory, and can choose among from 50 million won, 100 million, and 150 million won
  • When public officers are hospitalized, the actual amount paid is fully supported in accordance with the Law of Health Insurance, to a maximum of 10 million won..
Mandatory Selections
  • The public officers shall use a fixed amount of self-development support for categories including learning at private institutes, purchase of books or language study materials, and participation in seminars or symposiums.
Optional Items
  • Health management (Public officers and members of their families):medical check-ups, hospital fees, and the purchase of glasses and contact lenses
  • Self development (Public officers): learning at private institutes, purchase of books or language study materials, and participation in seminars or symposiums
  • Leisure activities (Public officers and members of their families): movies, plays, performances, exhibitions, and accommodations
  • Family activities (Public officers and members of their families): childcare center for preschool-aged children, flower delivery on anniversaries, and trips for parents
  • Traditional markets (Public officers and their family members): categories are unlimited
